Problem:

Plan → Clover historical charts (coverage, LOC, NCLOC) include only successful plan results. Job results still record Clover data when the job fails, so:

•  Users can see Clover data on a job result but nothing for the same build on the plan charts.
•  If every plan build in the selected range failed, the charts render as blank charts with no message. Users read this as broken or missing data.
•  Plans that fail regularly have no plan-level coverage trend at all, even though coverage was measured on every run.

Suggestion:

Add settings to aggregate Clover data for failed plan results whenever at least one job reported Clover data.
