Skip Bamboo submodule/LFS operations in server-side branch integration path

      Bamboo server-side branch detection performs unconditional submodule/LFS fetch causing event thread stalls on repositories with large submodule trees and it creates slowness in Bamboo operations and other builds will be waiting for this to finish.
      There is no guard to skip submodule/LFS work when the user only needs to read server-side branch integration operations.

      We would like to improve this detection mechanism to improve the performance for plans with large submodule/LFS.
