System level notifications for Bamboo slow performance

      Ability to create system level notifications for Bamboo slow performance.

      Ability of Bamboo to  send out an email notification when Bamboo goes silent or end user performance degrades.

      May be monitor Bamboo’s REST API or login page. If the response code is not 200 and response time → if > threshold (say 10 seconds), send a performance degradation alert to an email.
