Update Postgres version compatibility on Supported Platform documentation

      Issue Summary

      Currently our Bamboo 10.2 Supported Platform document currently indicates compatibility with Postgres versions 12 and 13. However, these versions are not compatible.

      Steps to Reproduce

      1. Install and launch Bamboo 10.2.1.
      2. On the database configuration page, enter the details for a Postgres 13 database.
      3. You will encounter the following error.

      Expected Results

      Remove the Postgres 12 and 13 from the documentation as they are no longer compatible.
