Issue Summary

Bamboo DB Setup get stuck when setup H2 database driver and restart.
This is reproducible on Data Center: Yes

Steps to Reproduce

1. Download Bamboo 10.2.1
2. Apply the license and go to H2 database setup
3. stop there and download the H2 database driver and put in <BAMBOO_INSTALL_DIR>/lib
4. Restart Bamboo application

Expected Results

It should proceed with the database setup as H2.

Actual Results

It get stuck on H2 database setup page for a long time. No errors or exceptions thrown as well.

Workaround

Delete all the content from <BAMBOO_HOME> and restart Bamboo
