Issue Summary

This is reproducible on Data Center: Yes

Metadata tab is missing while viewing a "stopped' build plan. It becoming available after visiting a successful plan. 

Steps to Reproduce

1. Create a Build Plan and run it few times
2. Run the plan and stop it while it was running
3. Visit the stopped build page eg: bamboo/browse/PROJ-PLAN-2

Expected Results

We need to see the Metadata tab in the page

Actual Results

metadata tab is missing.

Workaround

Visit a successful or failed build Metadata page then visit the 'stopped' build.
