There's no REST API to manage Elastic Image capabilities, but there's a document that might assist changing the default capabilities for Elastic Images:

To define a new capability to an elastic agent, the only way to do is via UI. There is no option other than configuring from the UI currently. h3. Suggested Solution Introduce a way to configure capabilities for elastic agents via REST API or by other means. h3. Why this is important If we have a REST API in place, we will be able to automate the process of AMI creation for elastic agents by configuring capabilities for elastic agents. h3.
