Deleting a Bamboo Internal directory user gives exception - The user directory doesn't allow this operation

      Issue Summary

      While trying to delete an internal directory user in Bamboo with the following error appear in GUI.

      Can't delete user 'testuser'. The user directory doesn't allow this operation.

      Steps to Reproduce

      1. Create a user testuser and assign all the access to this user to build a plan
      2. Run the plan and on the Build result summary page for the build which was run write a comment.
      3. Try to login as another Admin user and try to delete this testuser

      Expected Results

      The user should be deleted.

      Actual Results

      Following exception is see on the Bamboo GUI

      Can't delete user 'testuser'. The user directory doesn't allow this operation.

      The reference is other tables should not prevent Bamboo in deleting the userid, probably Bamboo can append a text like -deleted along with the username in the tables where reference is there.
