      (20%/shared storage optimisation) Implement ChainState update journaling

      This issue has been found when a build-plan with more than ~80 jobs requested to stop and it delays other operations as the AtlassianEvent got busy while saving the ChainState to the shared storage .

      This has been fixed in the latest version of Bamboo, on which this state is saved while a build is stopping.
