Improve Restricted admin documentation

      Summary

      The customer has certain restrictions that require some users to be able to assign agents, but they do not want these users to have admin privileges. We suggested to them that Restricted Admins is the only viable option, but they are unsure about the permissions this group possesses.

      Suggestion

      Following our discussion on this Slack thread, we proposed that the Bamboo permissions documentation should be enhanced to include more specific details about the major roles that the restricted admins group assumes. Alternatively, we could create a separate document dedicated to this topic. This way, customers will have better understanding of the functionalities of the restricted admin group. Currently, the description of this key appears to be too generic.
