Bamboo should use branch bamboo specs file

Currently Bamboo always uses the master branch bamboo specs file when executing a build. It would be helpful to be able to override the master build job for a particular branch (e.g. to create a long-lived feature branch without auto merge) by placing an updated bamboo spec file in that branch.

If no bamboo spec is present in the branch then the master version should be used.
