Replace "Disable Quiet Period" global setting with "Enable Quiet Period" for clearer configuration

In the current Bamboo configuration interface, the global setting for managing the Quiet Period feature is labelled as "Disable Quiet Period", with its default state configured to enable the Quiet Period functionality. This negatively phrased setting may lead to confusion and inconsistency within the user interface, where most settings are presented in a positive action model ("Enable [Feature]"). To improve clarity, enhance the user experience, and maintain consistency across the UI, I propose inverting the "Disable Quiet Period" setting to "Enable Quiet Period", with the default value set to "false", indicating the feature is disabled by default.

When the Quiet Period feature is disabled globally, it would be prudent to hide any Quiet Period-related properties from the Repository configuration properties as well either from the Linked Repository Editor or when viewed from a Plan configuration. This approach would align with the same standards and avoid confusion about the feature's active configuration status.

By rephrasing the "Disable Quiet Period" global setting to "Enable Quiet Period" we aim to provide a more intuitive and consistent configuration experience for Bamboo administrators. This change would not only streamline the configuration process but also ensure that the UI's language and settings model are aligned with best practices and user expectations.
