Providing view access to a user for Deployment project does not make it visible

Issue Summary

This is reproducible on Data Center: (yes)

Providing view access to any user does not make the Deployment project visible. Access has to be provided to at least one of the Deployment environment inside the project to make the Deployment project visible.

Steps to Reproduce

1) Create a user in Bamboo Internal Directory user ( You can use any existing user as well ) .

2) Under Global permissions grant Access rights to the user.

3) Under Deployment project provide View permission to the user.

4) Make sure all the Deployment environments under that particular Deployment project does not have access to this user either directly or via groups.

5) Make sure Logged in users or Anonymous users does not have View permission as well. 

Expected Results

The user should be able to view the Deployment project irrespective of whether they have access to any Deployment environment inside. 

Actual Results

The user is not able to view the Deployment project.

Workaround

Provide View access to anyone of the Deployment environment under that Project.
