Issue Summary

The request here is to allow an option in Bamboo to migrate all the users from Jira user management to Bamboo internal directory.

Currently Jira cloud does not support user management for Bamboo, if Jira server is used as a user management directory in Bamboo and the plan is to move to Jira cloud, then it becomes a very difficult task to migrate all the users from Jira to Bamboo Internal directory.

This needs to be done manually.
