Send notification of Agents going offline

      Some builds can only be performed by a single agent (or small number of agents) . If that agent goes down then that build won't get executed until someone notices that the agent is down.

      If the agent goes down it would be great to receive notification, in a similar way to the way you get informed about build failures.
