Mechanism to prevent builds that use a shared resource from running concurrently

      It is often the case that there are multiple build plans that make use of a shared resource in the testing environment, and that running these concurrently causes problems.

      Bamboo needs a mechanism, such as a special kind of build requirement, that prevents such build plans from being run concurrently.
