Add more logging in Bamboo NotificationDispatcherimpl class

Problem

For example, when Microsoft Teams notifications stopped working there were no logs on the NotificationDispatcher class present in the Bamboo logs. The only way to figure out what was going on was by taking thread dumps and checking the NotificationDispatcher threads.

Expected Results

It would be great if we could have some debug logs around dispatchNotifications method as it would show that notifications were dispatched.

Actual Results

No logs

Workaround

Take thread dumps while the build finishes running and check NotificationDispatcher threads. __
