Bump default value of org.quartz.threadPool.threadCount for scheduler_Worker threads

      Suggestion

      Bamboo has a limitation of max 10 scheduler_Worker threads. Considering the application, user base, and number of supported objects have grown significantly over time, it would be beneficial to increase the number of default threads to serve the following areas better:

      • Elastic and Ephemeral Agent triggers
      • BuildDetection (offloads to PlanExec, but it all starts here)
      • BambooSpecsManager
      • Long-running threads
      • Scheduled stuff (Backup, Expiry, Various cleanups, etc.)
