Build activity dashboard does not display an overview of the agents for non-admin user permissions to the deployment

Issue Summary

This is reproducible on Data Center: (yes)

Steps to Reproduce

• Create a long-running deployment (long enough to see that you can load the currentActivity.action page).
• Run the deployment.
• Now access the currentActivity.action page with the user having admin permissions to the deployment. In the build activity dashboard, you would see the overview of the agents building.
• Now access the currentActivity.action page with the user who doesn't have access to the deployment. In the build activity dashboard, you wouldn't see the overview of the agents building.

Expected Results

Irrespective of user permissions admin or non-admin to the deployment, if users have access to the project/plan, you should see the overview of the agents building in the build activity dashboard.

Actual Results

• Admin permission users currently see the overview of agents in the build activity dashboard:

Workaround

Currently, there is no workaround for this.
