When a long-running PR/branch isn't updated for longer than the "Delete plan branch" setting, updates to the branch/PR won't trigger the re-creation of the branch build.

This is quite confusing for developers and requires that they manually create the plan branch again to get builds.

The "Delete plan branch" setting should continue deleting the plan branch but it shouldn't stop branch updates from re-creating the plan branch.
