Current situation

When a user creates a project repository; Project -> Repositories -> Add repository

At the moment, only restricted-admin and global admin have permission to modify the repository specs access permission, another user with project admin permission is unable to manage the Repository spec access permission.

The permission checkbox is greyed out as seen below.

Accepted solution

Allow project admin have full permission of Project repositories
