Steps to Reproduce

1. Setup a repo with a bamboo-specs directory
2. Setup a submodule with another specs file referenced by a !includes in the main bamboo.yaml file
3. Add to Bamboo and enable Submodule support with {}SSH key applies to submodules enabled

Expected Results

Bamboo is able to clone both repos successfully

Actual Results

The submodule fails to clone with a permission denied error.

Workaround

Disable SSH key applies to submodules and manually configure the SSH Key on the Bamboo Server's user to have access to the submodule.
