Issue Summary

The "Allow users to dedicate agents to builds and deployments" flag under Security settings states that this option:

Give non-admin users ability to dedicate agents to builds and deployments they have permissions to administrate. If this option is off, only global administrators are allowed to modify agent assignments.

However, non-admin users are not able to dedicate agents to builds, only to deployments.

Steps to Reproduce

1. Cog icon > Overview
2. Security settings > Edit
3. Enable "Allow users to dedicate agents to builds and deployments"

Expected Results

Regular users are able to dedicate agents to deployments and builds.

Actual Results

Regular users are only able to dedicate agents to deployments (see Agents for deployment environments).

Regular users are not able to dedicate agents to their build plans. This requires access to the agent's administration page, but they don't have it since they are regular users. There's no option under the build/job configuration to dedicate agents.
