      Problem Definition

      Users that have edit permissions to the Plan are able to see all users on Bamboo server when they configure a Plan notification for a user to receive notification

      Suggested Solution

      Only the users that have access to the Plan should appear.

      Workaround

      Disable the user recipient module in the System notification plugin and use another recipient type such as Email address.
