Improve local git cache

Summary

Currently Bamboo does not implement any housekeeping mechanism for the git cache on Bamboo server. In case of large repositories with several branches that are periodically removed this may lead to keeping unnecessary references in the git cache that can have performance impact.

Suggested solution

Implement a mechanism to keep the git cache healthy and limit the possibility of git gc starting.
