Problem Definition

Even though Restricted Admins do not have permission to perform agent dedication, they can still access the "Dedicate Agent" page and click the Add button. However, nothing happens since they don't have the required access.

Steps to reproduce

1. Login as Restricted Admin
2. Navigate to Overview -> Agents -> Dedicate Agent
3. Try to dedicate agent with restricted admin user. You can click the Add button, but nothing happens.

Suggested Solution

Either the Add button / Dedicate Agent page shouldn't be available for Restricted Admins, or there should be an error message when they try to do that stating that only full administrators have access to perform that action.
