Problem

When configuring a Job's Requirements, Elastic Image capabilities such as "JDK 1.7" are listed as available, even if Elastic Agents are disabled.

Steps to Reproduce

Configure a Job -> Requirements, notice the available capabilities on the drop-down menu. You'll see requirements that are not listed as available under the regular Bamboo Administration -> Build requirements menus such as "JDK", "Server capabilities" and "Executables". Those capabilities are coming from Elastic images.

Expected Results

Elastic image capabilities should not be offered if Elastic Agents are disabled in Bamboo

Actual Results

All Elastic image capabilities are available to be used by the Job
