As an Admin, I want to be able to create, and export, an Agent Capabilities file, to allow cloning of Agents.

Currently, there isn't a way to create, or export Agent Capabilities properties file from the Bamboo Server. They must be created manually. Agents from v6.10 automatically update their capabilities, but do not generate a properties files, other than the init-bamboo-capabilities.properties file, but this file is not complete list of capabilities.
