      Problem definition

      A user with Build permissions can enable or disable a plan from the Plan Summary page and a Plan Branch even if the user with Admin permission has enabled or disabled the plan.

      Suggested resolution

      Allow only users with Admin permission on a Plan and Project level to have the ability to enable/disable a plan.
