Add option for notification on "Build did not complete" failure

      When a build does not complete for reasons such as failure to launch the Docker container it does not trigger a failed build notification. Using notify on build failure does not trigger notification because failure to run is not considered a failure of the tests, and using notify on state change will only notify on the first time the build fails to run.
