Bamboo is not notifying users who have favourited the branch

Issue Summary

Bamboo is not notifying users who have favourited the branch and when they choose the notification type as "Notify committers and people who have favourited this branch". No notification are sent

Steps to Reproduce

1. Make the plan branch as favourite.
2. Navigate to "Plan configuration >> Branches >> <branch 1> >> Notifications" tab
3. Select "Notify committers and people who have favourited this branch" and hit "Save"
4. Run a new build on branch 1.
5. Mail notifications are not sent to users who have favourited the branch.

Expected Results

Bamboo should send mail notification to the users who have favourited the plan branch.

Actual Results

No notifications are sent to the user.

Workaround

As a workaround they should be able to use the "Use the plan's notification settings" at the plan branch level and then set up a notification of type "Watchers - Users who have marked this plan as their favourite" at the plan level for the types of events they want to be notified (e.g. All Builds Completed, Change of Build Status and etc).

1. Make the plan branch and plan as favourite.
2. Navigate to "Plan configuration >> Notifications" tab
3. Add a new notification "Watchers - Users who have marked this plan as their favourite"
4. Navigate to "Plan configuration >> Branches >> <branch 1> >> Notifications" tab**
5. Select "Use the plan's notification settings" and hit "Save"
6. Run a new build on branch 1.
7. Bamboo will trigger notifications.
