Issue Summary

RSS-managed plan should be in View mode for every tab and page.

Steps to Reproduce

1. Create plan managed by RSS with artifact subscription settings
2. Open Plan config page and visit artifacts tab of job
3. Click Edit or Delete button of artifact subscription item

Expected Results

Controls are disabled. Struts action throws error when try to edit these settings.

Actual Results

Controls are enabled and it’s possible to save changes to artifact subscription element or list

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
