Problem Definition

When creating a plan, by default Bamboo will have Agent environment selected as the preferred environment to run the job.

There are customers that would prefer to have Docker container selected by default as that is their most used option.

Suggested Solution

Have the option to choose the default selection at global, project or selection of plans level.
