As a user of deployment pipelines

I would like to have my paused pipelines automatically resumed in sequential order by start time

So that I always have the latest merged code deployed to our environments.

Today when the concurrent pipeline is paused because another one is in progress it is left in a paused state until a user manual restarts/unpauses it.  This manual intervention should be automated so that we don't have to babysit the pipelines view in Bitbucket.
