Customer is looking for a way for admins to define build time threshold that force stops and cleans up builds if they exceed a defined time. 

For example, admins do not want builds to run longer than 2 hours, no matter the type or goals of the build.  This helps prevent users from abusing the system and hogging agent resources by running excessive QA tests or security scans.

There was an issue relating to this feature suggestion @ BAM-931 .  This issue is flagged as done, but doesn't offer the ability to enforce a time-based threshold that only application administrators have access to set.
