High traffic / commonly used repository can cause Plan Exec thread contention which delays triggers

Problem Definition

Currently in Bamboo, if a single repository is used frequently across plans and has long running fetch operations, e.g. git lfs fetch it can cause triggering delays as change detection requests wait for a cache lock since they all share the same cache.

Suggested Solution

Allow change detection requests for other plans to be processed while others that would require a current cache lock are deferred.
