Need to restrict the plan admins to change the default artifact handler configured by the system admins

Problem Definition

Currently the plan admins can change the default artifact handler configuration to change the storage location of the artifacts from the plans and thus can override the default artifact handler configuration selection.

Suggested Solution

There should be a way to restrict the plans admins to change the default artifact handler configuration.
