Bamboo can be configured to spin up Elastic agents as needed. Unfortunately, when a user submits a new job and there is no current Elastic agent available the user receives a message saying that there are no agents available and the job will be queued.

"Build Job has been queued, but there's no agent capable of building it."

Elastic agents are capable but they're not online to build it, but we get this wrong message all the time and people complain or panic about their jobs. Whilst the message is correct it causes user stress.

This feature request is to use a different message if Elastic agents are configured that indicates that we are "waiting for an Elastic agent".
