Issue Summary

After changes to Tomcat and Commons Daemon in the newer Tomcat that Bamboo uses (8.5.44 +), the default user is now Local Service. The following Apache issues describe the changes:

Steps to Reproduce

1. Upgrade to Bamboo 7.0.2 or above on Windows using custom directories
2. Reinstall the Service
3. Do not update the Log On user
4. Install the Service
5. Start the Service

Expected Results

Bamboo starts up as expected

Actual Results

Bamboo application starts with a Bootstrap error caused by failing healthcheck. The service is unable to access the Bamboo Home directory files.

Workaround

Update the Bamboo service to run Bamboo as a Windows service as the local user.
