Issue Summary
After changes to Tomcat and Commons Daemon in the newer Tomcat that Bamboo uses (8.5.44 +), the default user is now Local Service. The following Apache issues describe the changes:

Steps to Reproduce
- Upgrade to Bamboo 7.0.2 or above on Windows using custom directories
- Reinstall the Service
- Do not update the Log On user
- Install the Service
- Start the Service
Expected Results
Bamboo starts up as expected
Actual Results
Bamboo application starts with a Bootstrap error caused by failing healthcheck. The service is unable to access the Bamboo Home directory files.
Workaround
Update the Bamboo service to run Bamboo as a Windows service as the local user.
