      Problem Definition

      As administrator I would like to have the ability to globally disable quiet periods

      Suggested Solution

      Add a check box under Bamboo Configuration to disable the ability to setup quiet periods globally for all users

      Why this is important

      Quiet periods can be set up to a point where can significantly affect overall performance in Bamboo _(https://jira.atlassian.com/browse/BAM-20247)_.
