Stop notification emails after # of exceptions

Problem Definition

Email/queue notification threads keep running / trying to send emails even after SMTP server is blocking the account sending emails.

Suggested Solution

After an X number of errors / exceptions within a 1 minute / hour, terminate email queue job until issue is resolved

Why this is important

When the SMTP isn't working / exception occurs, Bamboo will keep retrying non stop generating a lot of logs and hits to the SMTP service.
