Jenkins provides various Pipeline Development Tools that make developing and modifying pipelines easier. An easy win in Bamboo would be to provide a validation method on the REST API. You could also add an option in the UI to upload a file to validate. A VSCode extension like this could be created to make the development cycle even easier.
