      When you see these lines in Bamboo logs:

      2019-06-25 23:46:17,640 INFO [localhost-startStop-2] [BrokerService] Apache ActiveMQ 5.14.5 (bamboo, ID:bambooprod1-35528-1561434680028-0:1) uptime XX hours XX minutes
      2019-06-25 23:46:17,640 INFO [localhost-startStop-2] [BrokerService] Apache ActiveMQ 5.14.5 (bamboo, ID:bamboo-00000-01234567891011-0:1) is shutdown
      

      It is expected that the ports being used by ActiveMQ will be released immediately, but according to recent tests, this is not true.

      This can cause issues when using automation tools to restart Bamboo for maintenance, sometimes the startup will fail due to java.net.BindException: Address already in use (Bind failed) errors.
