A linked repository admin does not have permission to test configuration

      Summary

      A linked repository admin can make changes to a repository but can not test if the configuration works.

      Steps to Reproduce

      1. Install Bamboo and create a user and add to a new group.
      2. Create a Linked Repo with an admin user.
      3. Add the new group as the linked repository admin.
      4. Login as the new user.
      5. Access the linked repository. Note: The user can change the configuration.
      6. Click the test button.

      Expected Results

      For Linked repository admin to have permission to use the test button.

      Actual Results

      Linked repository admin receives a "You do not have sufficient permissions" dialog.

      Workaround

      None at this time.
