Issue Summary
If a build plan is in the middle of quiet period, triggering a build manually will cause the build to wait as well
Steps to Reproduce
- Create a plan with quiet period repository
- Create a commit to trigger the plan
No build start due to quiet period
Bamboo log will show "waiting 1 minute to see if there are any more" - Before the above trigger work (within the 1 minute), trigger a build manually
Expected Results
The manual trigger build will start running immediately without problem
Actual Results
The manual trigger build started but it is not added to Build Queue. From the Build Summary, it has not perform change detection yet
Notes
It does not work with Concurrent Build too
Workaround
Disable quiet period setting in the repository
