In other Atlassian products, there is a unauthenticated rest API call that returns the status of the product. This was provided for the load balancer to know when the node is up. <base URL>/rest/api/latest/server requires anonymous access to be turned on. This makes the default for new plans to be public.

Bamboo should provide this unauthenticated API call so teams can standardize all Load Balancer connections between products.
