Presently in the deployment project, for a user to be able to Add environment, the user must have the EDIT Permission in the Project permission, and that will allow such a user to edit another existing environment. 

Use Case

A need for granular permission that allows a user to Add environment, but not able to edit an existing environment that EDIT permission has not been granted.
