Problem Definition

Currently, it is not possible to trigger a build manually when the concurrency limit is reached. When multiple jobs are running triggered by to automatic trigger reaching the concurrency threshold and if we want to trigger a manual build, they have to wait in the queue until the ongoing build gets over.

Suggested Solution

There should be an option in Overview -> Concurrent builds page to allow/deny manual builds to override the allowed concurrent builds.

Why this is important

Introducing this will enable users to trigger a manual build instantly instead of waiting for the ongoing build to get over.
