Configure dropdown for a failed test is displayed and empty when a user only has build permission and quarantining is disabled on the Bamboo Server

      Summary

      Configure dropdown for a failed test is displayed and empty when a user has only build permission (not admin) and quarantining is disabled on the Bamboo Server.

      Steps to Reproduce

      1. Disable Quarantining on the Bamboo Server at Bamboo Administration >> Quarantine Settings
      2. Run a build that produces a failed test
      3. Login as a user that only has Build permission to the plan with the failed test build.
      4. View the build result and failed tests.

      Expected Results

      Address BAM-15060: Create JIRA Issue from failed test is only available to Plan Admins so that the dropdown has Create / Link to JIRA Issue rather than be an empty dropdown.

      Actual Results

      The configure cog icon is shown and clickable. Clicking on the button results in an empty dropdown.

      None
