"Force stop build" check box needs to be un-checked twice (only for the first time)

      Summary

      When a plan is created, the "Force stop build" check box is enabled by default. To uncheck it, the user needs to save twice for the changes to take effect.

      Steps to Reproduce

      1. Create a plan.
      2. Open the "Miscellaneous" tab.
      3. Uncheck the checkbox "Force stop build".
      4. Click Save

      Expected Results

      Checkbox is unchecked.

      Actual Results

      Checkbox is still checked.

      Notes

      This only happens for the first time.

      Workaround

      Repeat the process. On the second try, the check box will be unchecked.
